Documents how the forgejo MCP server is registered/authenticated and that "issue #N" references resolve there. Moves the machine-specific local URL into gitignored CLAUDE.local.md (imported by CLAUDE.md) instead of committing it.

Replaces #96, which had a merge conflict from a duplicate CLAUDE.md add already squash-merged via #95.
