Exact wording and discoverability of the "Sort into folders by tags" operation in the UI.

The rules are defined (single non-Dupe_ tag only, etc.), but we need good user-facing text, menu placement, and how the feature is presented/discovered.

Suggestions welcome.

I envision this application will need a tool bar along the top. One of the options in that toolbar will be for this feature. When clicked, the main thumbnail UI could have collapsable headings added within it to group all the images by their respective tags. It would be great if the thumbnails could be dragged from one header to another allowing for quick reclassification. On a vertical pane could be a container for actions available in the current workspace. A final "Proceed" button can be on that pane to commit the current configuration.

Vertical action pane with "Proceed" button

Updated TECHNICAL_OUTLINE.md and DESIGN.md (PR11 description + milestone).

This significantly expands the original minimal spec for the feature.
