feat: list the archive backlog with pagination and a newspaper favicon 4ad27fcd02

The archive page required a search before any filings appeared. It now
loads the backlog on first visit, newest last-update first, 20 per page,
with the existing search fields as filters of that list.

Removes the Personal filing cabinet masthead kicker and the one-reader
footer. Adds a newspaper favicon.

Rejected: keeping a search-gated empty archive; infinite scroll.
